Returns the in-band failure value for a scope that failed while closing.
Parameters
- cause: FailureShape
  Primary failure that caused the scope to fail.
- suppressed: readonly FailureShape[]
  Additional failures captured while the scope was already failing.
Returns ScopeFailure
Scope failure value.
